GENERAL BOARD MEETING MINUTES

The December meeting was called to order by President Anderson. Pledge of Allegiance to the Flag. Roll call of Officers took place. Dave Schuck and Pam Beckett were absent. Motion made by Randy Darby to dispense with the reading of the minutes, second by Walt Dobbins. All in favor. The treasurer’s report was read by Mike Hiltenbeital. Motion to accept by Randy Darby, a second by Shirley Cockrell. All in favor. Report of Delegates: Mike Hiltenbeital: Final numbers are in for audit to send to the National. All figures look good. Shirley Cockrell: Storm duty – a team will be formed to talk about call outs for storm duty during the regular scheduled day, number of hours expected to work, etc. Larry Miller: Electric work files going to Charlotte. Grievance was filed in which Phil Malone will take over due to Larry retiring. Bill Haubner: Pay attention to the number of part time people vs full time people. The ratio should be 25%. Walt Dobbins: Discussion took place about contractors working on smallworld cleanup. President Anderson wants Walt to file a grievance on this issue. Also, 2 tech’s possibly doing management work – they need to be upgraded. Walt will look into that situation as well. OLD BUSINESS Much discussion took place on the Per Capita increase of 1.84. Motion was made by Randy Darby to raise the union dues only .96, instead of the full amount. A second by Bill Haubner. Motion passed. NEW BUSINESS Charges were filed concerning the process of the mailing of the By-law. The issue was addressed with the board on the procedure and a vote was taken to resend the By-law revision in January. A response to the charges was also mailed to the complaintent by certified mail. Steve Fisher presented his case to the Board about going to outside arbitration concerning the GPS System being installed in the inspectors trucks. Management did not negotiate this with the Union. A vote was taken to decide whether to take this to outside arbitration. The case will be taken to outside arbitration. Motion made by Randy Darby to adjourn, second by Bill Haubner. Motion passed.
