GENERAL BOARD MEETING MINUTES

FEBRUARY 22, 2007

The February meeting called to order by President Anderson. 

Pledge of Allegiance to the Flag. 

Roll call of Officers took place.  Mike Hiltenbeitel was absent. 

Moment of silence for the departed. 

Motion made by Randy Darby to dispense with the reading of the January minutes.  A second by Dave Schuck.  Motion passed. 

The financial report was read by Steve Kowolonek.  Motion to accept by Randy Darby.  A second by Shirley Cockrell.  Motion passed. 

Motion to dispense communications by Randy Darby.  A second by Steve Kowolonek.  Motion passed. 

REPORT OF DELEGATES: 

Walt Dobbins – discussed storm call out issues with Rich Harrell and T&D dept. 

Steve Kowolonek – Steve and Dave Schuck attended the safety meeting.  UEIP safety goal was met at the end of December.  

Much discussion took place concerning the storm on 2/13.  Who is essential/non-essential?  CPC’s acting as Supervisors?  Meter readers being sent out to do their route on really bad days?  Need to get with management on some of these issues. 

OLD BUSINESS 

Discussion took place on some of the areas that may still be targeted for outsourcing.  Also discussed openings that are still available due to the severance packages. 

Ken Wallace situation is still being addressed with misuse of credit card.  Paperwork on bonding procedure will be filled out and sent in so that the union can get reimbursed. 

By law revisions passed with a vote of 102 to accept and 27 to reject.  As a result of this, a motion was made by Lori Stamper to keep the areas reduced from 5 to 3.  A second by Kristy Knobloch.  Motion passed.

Also, membership meetings will be reduced to a minimum of 2 per year.  A motion was made by Steve Kowolonek to have the next membership meeting on August 23rd, 2007.  A second by Dave Schuck.  Motion passed. 

After much discussion on the new employees that were not been paying union dues when first hired, a motion was made by Lori Stamper to have the union and the company split the cost.  A second by Dave Schuck.  The vote ended in a tie.  Therefore, President Anderson voted for the split of 50/50. 

NEW BUSINESS 

Management will sit down with the union and discuss what the GPS system guidelines should be.  They will determine what the GPS system will be used for and what it will not be used for. 

Discussion took place concerning the company violating the contract by exceeding the number of part time meter readers.  President Anderson contacted H.R. to set up a 3rd stage grievance.  

Motion by Randy to adjourn.  A second by Dave Schuck.  Motion passed.
